First of all I would like to mention that the Sudarshan Kriya is mainly effective for those who have done the Art of Living course, as there is no other place to learn this technique properly, and it only affects other people indirectly – as in, when you become a more healthy, happy, caring and responsible person it will indirectly affect the people around you, but you breathing in a different manner will not directly affect the people around you (unless you make a lot of noise or have a smelly breath ;-)).
As for the Sudarshan Kriya being effective, it again depends on what you mean it to be effective for: if you are asking if it is effective in cleaning your house or paying your debts, then probably not. However, if you are asking how effective it is in becoming a more healthy, happy, successful and peaceful human being, then it has proven to be a very effective tool. Apart from personal experiences that can be found online and on YouTube as well, there is a range of independent scientific studies that have been published internationally that have documented a number of health benefits (physical, mental and emotion health) due to regular practice of Sudarshan Kriya.
First of all I would like to mention that I have been an Art of Living teacher for the last 8 years, and I have been participating and volunteering in Art of Living programs for the last 15 years. I personally know people who have experienced relief and sometimes even total cure of various health problems, including very severe ones, after starting their regular practice of Sudarshan Kriya – sometimes after suffering from these problems and trying various types of treatments for many years. In this way, there are people for whom treatments or medication had little effect in slowing down or fighting a decease, until they started practicing Sudarshan Kriya. But that does not mean that we can (or should) generalize, as every person and case is unique, and even the cause for the disease or health problem will differ from person to person.
